The Roscoe Community Development Corporation (RCDC) is a nonprofit community development corporation that was authorized by the voters of the City of Roscoe. The RCDC uses sales tax revenue to promote community development projects as allowed by the Development Corporation Act of 1979, 1991 revision, and any revisions since.
The law allows funds to be used in the form of grants or loans for projects such as amateur sports facilities, park facilities, entertainment, convention and tourist facilities, and affordable housing. The RCDC is also permitted to promote new and expanded business development.

The law allows funds to be used in the form of grants or loans for manufacturing and industrial facilities, recycling facilities, distribution centers, warehouse facilities, regional or national corporate headquarter facilities, and job training associated to these types of employers. Creating and retaining jobs is the basis that the RIDC must follow when assisting employers.
